Tokkyu Hosokawa

Digital Public Health Auditor / Algorithmic Ethics Designer. Drawing on expertise across the disciplines of law, systems engineering, and biology, he has conducted research in digital science for a decade—since 2014—based on empirical data from 1,500 families. He leads the design of "HAKONE," a practical infrastructure that enables human agency to remain central while fostering coexistence with the commercial algorithms of major platforms—advancing them rather than seeking their exclusion or legal restriction. He also spearheads proposals to fill the "policy gap" regarding digital autonomy for adults.
